Lucrarea lansată la inițiativa Institutului European din România, a fost gândită ca un mijloc de a reuni viziunea experților din țările din vecinătate cu privire la viitorul Uniunii Europene și a relațiilor bilaterale, precum și pentru a oferi un context mai larg discuțiilor privind provocările viitoare. 

În vederea realizării acestei cercetări, au fost incluse contribuțiile a 23 de experți din țările din Balcanii de Vest (Albania, Bosnia și Herțegovina, Muntenegru, Macedonia de Nord și Serbia), Turcia și cele trei țări din Parteneriatul Estic, membre în Zona de liber schimb aprofundată și cuprinzătoare (Georgia, Republica Moldova și Ucraina).

Opiniile exprimate de experții invitați se referă la principalele provocări și priorități ale Uniunii Europene în relațiile cu statele și guvernele din vecinătate, așteptările privind modul în care UE ar trebui să gestioneze relațiile, precum și contribuțiile acestor țări la avansarea proiectului european în regiunile lor.
